GENERAL INFORMATION


REGISTRATION AND ADMISSION

Registration for day classes is conducted Monday-Friday, 8 am to 3 pm. Evening classes register Monday-Thursday, 10 am to 6 pm, and Friday, 8 am to 3 pm. All fees must be paid at the time of registration and all registrations are accepted in the order received. All applicants must have a high school diploma or G. E. D. All applicants MUST take an entrance test to determine math and reading levels and their potential for success prior to admission. Upon review, ACT/SAT test results may be accepted as well as post-high school certifications from other educational facilities.

West Virginia State Law requires each day student to have a Tuberculin Skin Test before entering day classes. Tests are administered free of charge at the following location:

All day students that enter as an adult in a high school program must also have a criminal background check before being accepted.

ATTENDANCE

Students must maintain 90% attendance. Any student falling below the required 90% attendance will be placed on probation. A student may be placed on probation or terminated for incurring four consecutive days of absences, unless the student has notified the Career Technology Center office. Students are expected to explain any and all absences to their instructors. Every third tardy will be counted as an absence day. If a student, due to excessive absences, must attend more than the scheduled course hours to complete his/her course, the student will be charged a per hour rate for additional instructions.

If a student's particular course/program sets a more stringent attendance requirement, the student must comply.

Attendance records are maintained and turned in to the office on a monthly basis by the instructor. Instructors are to notify students of unsatisfactory attendance.

Upon completion of the program, this information is filed in the student's record in the school office.

GRADES

Grades will be determined by progress and skill development toward accomplishing goals and objectives outlined in the course of instruction for adult students. The grading scale will follow the Cabell County School System's adopted standard unless federal, state, or licensing agencies maintain a stricter grading policy.

If a particular course/program sets more stringent requirements, then the student must meet or exceed the stated requirement to maintain satisfactory progress in that course/program.

Progress records are maintained by the instructor and will advise the office of the student's progress each month. Instructors are to notify students of unsatisfactory progress. Students may be placed on probation for not maintaining satisfactory progress.

Upon completion of the program, this information is filed in the student's record in the school office.

PROBATION

Students who fail to maintain satisfactory grades and/or attendance, will be given a probationary period in which they must improve. Some programs may not allow the student a probationary period. Please consult your particular course information. The student will be notified of his/her probationary terms in writing. Any student failing to meet the terms will be dismissed at the end of the probationary period. Should a student wish to appeal a dismissal, the student should request a hearing, in writing, to the school principal and his/her instructor. The principal will make the final, binding determination after the hearing.

TUITION CHARGES

Adults are responsible for payment of the total payment of the program cost. Students may either pay the total tuition institutional charges or make scheduled payments. If payments are not made as scheduled, students will not be allowed to attend class. Financial aid is also available.

Adults enrolling in a day program that is for high school students will need to have a criminal background check which is not included in the tuition and fees. Please see the definition for the 13th year student, who may be eligible for a tuition waiver.

Student records, transcripts and verification of attendance or completion will not be essued or released if any financial obligations are outstanding.

If an adult student requires additional hours to complete the program in which they are enrolled, he or she will be responsible to make payments of $3.00 for each additional hour.

Tuition fees and programs may be changed the next school year.

FINANCIAL AID

All programs of 600 hours or more are eligible for financial aid. Financial aid counseling is available on Tuesdays from 10 am to 1 pm. Pell Grants and eligible VA benefits are the types of aid available. If a student is receiving financial aid, federal regulations will be followed. REFUND POLICY

When a student withdraws from school prior to completion of the program, the student is responsible for the cost of the fees, books, and supplies issued to and accepted by the student. The student will also be responsible for that portion of tuition and lab fees for the period of enrollment for which they have been charged. The Cabell County Career Technology Center defines the period of enrollment as:

For courses less than 700 hours, the course length;
For courses 700 hours and more, 1/2 the course length.

Note: Lab Fees are assessed during the 1st enrollment period. Lab Fees will be prorated ONLY during the 1st period of enrollment.

Tuition will be prorated as follows:

  1. When a student withdraws from school prior to the first day of class, all tuition and lab fees will be
    refunded. Application and Registration fees will NOT be refunded.
  2. If the student withdraws from school on or after the 1st of class but prior to the completion of 5% of the enrollment period, 10% of the enrollment period tuition and 10% of the lab fee is due the school.
  3. After 5% of the enrollment period through 20% of the enrollment period, 25% of the tuition for the enrollment period along with 25% of the lab fee is due the school.
  4. After 20% of the enrollment period through 30% of the enrollment period, 50% of the tuition for the enrollment period and 50% of the lab fee is due the school.
  5. After the student completes more than 30% of the enrollment period, there is NO tuition or lab fee refund. The full amount of tuition and lab fee for the enrollment period is due the school.

RETURN of FEDERAL FUNDS
Students who are the Federal Pell Grant recipients should be aware of federal regulations, which REQUIRE both the student and the school to return unused federal funds to the government in cases where students withdraw from school. This new regulation dictates that a student must earn Federal Aid. If a student withdraws from school after 5% of his/her schedule payment period, only 5% of the grant is earned. The student will have a liability to the federal government for Pell Grant monies issued for books, supplies, and fees refunded to the student.

If a student owes Pell Grant funds to the government, the school will attempt to reduce or delete the student's liability by returning receipted Pell funding in excess of the school's required Pell return on the student's behalf. Should the student still owe Pell funds, the school will notify the student via mail, and instruct the student to contact the U. S. Department of Education to arrange a repayment plan. The student must also notify the school notifying the U. S. Department of Education of the student's OVERPAYMENT status. Such a notification will deny the student further aid until a repayment plan is entered.

The adult student Pell Grant recipient should, therefore, be advised: a Pell Grant is no longer "gift" aid. It must be earned through attendance, or the student will be required to repay the grant! A student who withdraws from school might also owe the school money for tuition, since the school cannot necessarily keep enough Pell Grant funds to cover the student's incurred tuition and lab fee bill.

COMPLAINT PROCESS

Students have the right to file a complaint concerning a problem or concern. This complaint must be in writing and turned in to the administrator's office within 5 days of the problem.

MOUNTWEST COURSE CREDIT POLICY

Before college credit can be issued, the student must have met Mountwest Community and Technical College's admission requirements. This policy is in effect with all Mountwest articulated programs.
